Disabling User Upload Clipart based on min set DPI

Is there a setting to disable the ability for users to upload clipart when their artwork doesn't meet the minimum dpi? I know we can set a warning message based on a set dpi but can it also disable the ability to upload as well? Thanks.

No - but the warning message can be very descriptive and tell them the artwork isn't usable or there will be extra charges, etc.
