We have layering in the program already but it is likely disabled in your setup.
Click "configure product"; drill down to the product; click "configure generator" - you will see a list of all the tools that you can turn on / off. You have separate tools for shapes, text and cliparts.
Also, you will need to do this individually for each product - you can turn off tools for some products and on for other ones.
