You can create your own shipping prices by using properly formatted CSV files.
In your admin panel, go in
ONLINE PAYMENT OPTIONS => Shipping costs => UPS
Scroll down the page: there's the
UPS (US only) CSV area.
To have free shipping, you can use the
All zero fields file linked from that page, add it as a new CSV method, and assigning it YES as the value for SHOW ZERO VALUES.
About flat shipping, no matter the location, you will need to do the same.
Just, no need to set YES for SHOW ZERO VALUES, and edit the CSV file by replacing all the 00.00 with your flat price.
