Toggle Specific Tool Tips on and off

I cannot remember or maybe I can't find it, but is there a way to have tool tips on, but select ones you do not want to show up? I tried leaving them blank in the text label section, but it still shows an empty box. Let me know if this was ever a function that I am missing. Thanks!

there's no way to do such selection, however the function to display those exists. So I altered it a little and now it should display the tooltip only if there's an actual text.
In short, if you now try to to leave them blnk in text labels, it should disappear.
