Move sidebar container up

There is a lot of space above the item sidebar (text lines, clip art elements, shapes, etc...) and I would like to reduce it. I was able to reduce the space above the design area (#elements_sizectrls2 by reducing padding) but I do not see that above the sidebar (see attached). How can I do that?
