Depends of what you mean.
To me, "deactivating a code" simply means to cause a specific code not to work anymore.
And to do that, a quick/dirty but effective way could simply be to alter the rule's Checkvalue. Or, temporary set both fixed and % modifiers to zero.
If you instead mean a quick way to assign rules to your items, then it's a no unfortunately.
Reason is simple: the rules are very powerful things that could be applied to each and every minimum piece of a pricing matrix.
This includes base prices, addons, product configurators, color based... a lot of stuffs.
So, applying a rule to "everything" is normally a very dangeroud action, as you would apply a linear cut/addition to everything.
I understand that, in case you only have a single baseprice, this might sound a nonsense. But that's why I tried to explain in better detail the loginc of that thinking at the wholte RTD scenarios.
